PCEC stands for Programme Congolais d’Évaluation de la Conformité: the Republic of the Congo’s import conformity assessment programme.
ACONOQ, the Congolese Agency for Standardization and Quality, oversees the programme. Regulated shipments need a Certificate of Conformity (CoC) following assessment in the country of supply, before shipment.
The CoC is used for customs clearance. It does not replace the importer’s other permits or customs formalities.
The scope is broad, with specific exemptions. Programme guidance lists complete imports below XAF 1,000,000 FOB among the exemptions. FOB is the goods’ free-on-board value.
Check the product, total shipment value and exemption conditions with the authorized body before relying on an exemption or booking freight.
From electrical equipment to construction materials, we help you understand what your shipment needs before assessment.
Appliances, lighting, cables and electronic equipment.
Building products, metal components and related materials.
Machinery, tools, pumps and industrial components.
Household products, textiles and other regulated goods.
The programme also covers categories such as furniture, automotive products, chemicals, cosmetics, food and protective equipment, subject to exemptions and product-specific controls. These examples are not a complete list; service scope and any additional approvals are confirmed during review.

Share the product details, HS codes, origin and planned shipping date.
Identify applicable requirements and gaps in test reports, labels and supporting documents.
Help coordinate any required tests and pre-shipment inspection. The authorized body determines acceptable evidence and assessment requirements.
Help resolve document queries and check final shipment details. The authorized body decides whether to issue a CoC; approval is not guaranteed.
The assessment body checks the available evidence and determines the inspection and testing needed for your products and route.
Test reports, specifications and declarations are checked against the applicable Congolese requirements or accepted regional and international standards.
Checks can include product identification and essential markings. Keep the goods available at the agreed inspection location before dispatch.
If existing reports do not cover the required criteria, the assessment body may request samples and laboratory tests before reaching a decision.
The authorized body issues the shipment’s CoC. Pass it to the importer or customs broker for the clearance file. Other permits and customs requirements still apply; the CoC alone does not guarantee release.
The assessment body confirms eligibility. Some sensitive products must follow Route A, even for repeat exporters.
For individual consignments. Documentary review, inspection and any required testing establish conformity before export.
For eligible recurring products with a consistent compliance record. Registration can reduce inspection frequency; shipment certification still applies.
For eligible manufacturers, with product evidence and a factory audit. Licensing can simplify subsequent shipment assessments.
Registration and licensing are generally valid for one year, subject to the provider’s conditions. Neither is a blanket exemption from CoCs.
Send what you have first. We identify missing evidence before the formal application and pre-shipment assessment.
Also tell us the country and location of the goods and the planned shipment date. If a document is missing, explain this in your enquiry.
Additional testing, inspection, registration or factory-audit evidence may be needed depending on the products and route. A complete document set alone does not guarantee a certificate.
This service is for the Republic of the Congo (Congo-Brazzaville), under the PCEC programme. The Democratic Republic of the Congo has a separate import assessment system.
GoCertify provides preparation and coordination support. An authorized assessment body makes the conformity decision and issues the certificate. We do not claim to be an authorized PCEC issuing body.
No. Requirements depend on the product, applicable standards, exemptions, available evidence and certification route. Start with your invoice, product specifications and HS codes.
No. Existing evidence may support the assessment, but a CE mark or test report is not the PCEC shipment certificate. The assessment body reviews whether reports match the product, standards and programme requirements.
Mandatory consumer-product information generally needs to be available in French. Some industrial and professional products may use French or English. Confirm the exact requirements for your product before printing labels.
The exporter or supplier should coordinate with the importer before dispatch, so product evidence, inspection access and import documentation are ready. GoCertify can support preparation and communication throughout the application.
The assessment body may request corrections, additional evidence or further testing. A certificate is issued only after conformity is demonstrated. Shipping unresolved goods can create clearance delays and additional costs.
PCEC is designed for assessment before shipment. Contact the authorized body and your importer or customs broker immediately to establish the options for that consignment. We cannot promise retrospective certification or customs release.
Costs depend on the shipment’s FOB value, certification route, evidence and inspection location. The issuing body’s fees, testing, registration or audit costs and GoCertify’s service fee should be identified separately in the quotation. Timing depends on a complete file, assessment availability and any corrective actions.
Understand the requirements before the goods leave your supplier.
