Request your Congo CoCPCEC stands for Programme Congolais d’Évaluation de la Conformité: the Republic of the Congo’s import conformity assessment programme.
ACONOQ, the Congolese Agency for Standardization and Quality, oversees the programme. Regulated shipments need a Certificate of Conformity (CoC) following assessment in the country of supply, before shipment.
The Congo Certificate of Conformity records the authorized body’s conformity decision for the shipment. The importer uses it in the customs clearance file. It does not replace an import licence, other product approvals or customs formalities. This guidance concerns the Republic of the Congo (Congo-Brazzaville), not DR Congo.
The scope is broad, with specific exemptions. Programme guidance lists complete imports below XAF 1,000,000 FOB among the exemptions. FOB is the goods’ free-on-board value.
Check the product, total shipment value and exemption conditions with the authorized body before relying on an exemption or booking freight.
Start before booking dispatch. Identify the goods and restrictions first, then agree the assessment route and evidence with the issuing body. This sequence is a practical preparation guide; the body confirms the shipment-specific requirements.
Confirm Republic of the Congo (Congo-Brazzaville), descriptions, models, HS codes, intended use, origin and the whole shipment’s FOB value. Check exemptions and import restrictions before ordering or shipping.
The authorized body confirms Route A, B or C eligibility, applicable requirements and any additional approvals. A CE mark, ISO certificate or previous CoC does not automatically settle this review.
Provide the application, invoice (proforma may start the review), importer’s import licence / IDF, technical reports and model-identifying information. Confirm final invoice details and any requested packing list.
Arrange access to the goods and any inspection, sampling, testing or factory audit required by the route. Existing reports are reviewed for acceptance; do not assume either automatic acceptance or automatic retesting.
Resolve mismatched models, labels, missing evidence and non-conformities. Check the final shipment details. The body issues a CoC only after satisfactory assessment; payment does not guarantee approval.
Obtain the required CoC before shipment and send it to the importer / broker. Complete customs and other applicable permissions separately. If the goods have already departed, contact the body and importer immediately; retrospective approval is not promised.
The assessment body checks the available evidence and determines the inspection and testing needed for your products and route.
Test reports, specifications and declarations are checked against the applicable Congolese requirements or accepted regional and international standards.
Checks can include product identification and essential markings. Keep the goods available at the agreed inspection location before dispatch.
If existing reports do not cover the required criteria, the assessment body may request samples and laboratory tests before reaching a decision.
The authorized body issues the shipment’s CoC. Pass it to the importer or customs broker for the clearance file. Other permits and customs requirements still apply; the CoC alone does not guarantee release.
There are two stages: enough information for an initial shipment review, then the evidence needed for the formal Congo PCEC application. Send available documents first and tell us what is missing. The authorized body confirms the final requirements.
Also tell us the country and location of the goods and the planned shipment date. If a document is missing, explain this in your enquiry.
Request your Congo CoCCheck that the manufacturer, model numbers and product descriptions agree across the invoice, reports and labels. A report for a different model or an incomplete test scope may need clarification. Additional testing, inspection, registration or factory-audit evidence may be required. A complete file alone does not guarantee certification.
