Shipment assessment
For individual consignments. Documentary review, inspection and any required testing establish conformity before export.
Understand Congo PCEC Routes A, B and C, their document and factory-assessment requirements, and how to prepare a shipment quotation.
Request your Congo CoCThe authorized body confirms eligibility for the actual products and exporter. Registration or licensing does not remove the need for shipment certification.
For individual consignments. Documentary review, inspection and any required testing establish conformity before export.
For eligible recurring products with a consistent compliance record. Registration can reduce inspection frequency; shipment certification still applies.
For eligible manufacturers, with product evidence and a factory audit. Licensing can simplify subsequent shipment assessments.
Registration and licensing are generally valid for one year, subject to the provider’s conditions. Neither is a blanket exemption from CoCs.
These are starting points from published provider guidance, not a universal evidence list. The body confirms product eligibility, report acceptance, inspection frequency, validity and renewal conditions. Routes A, B and C are alternatives, not three certificates to buy together.
| Route | Evidence to prepare | Factory assessment and continuing checks |
|---|---|---|
| A · Shipment assessment | Application, commercial invoice (proforma to initiate), applicable test reports and import licence / IDF; product and label details, plus a packing list when requested. | Inspection and any required testing for the consignment. Route A is not the manufacturer-licensing route; confirm any additional product-specific assessment. |
| B · Product registration | Registration application listing the products, applicable test reports and labels; compliance history and the shipment file requested by the body. | Registration may reduce inspection frequency. It does not remove shipment CoCs or the body’s checks. Published guidance gives a one-year registration period, subject to conditions. |
| C · Manufacturer licensing | Licensing application and product list, test reports, labels and quality-management-system evidence; factory and production information for assessment. | Factory audit and continuing oversight apply. Licensing may simplify later shipments; it does not replace their CoCs. Published guidance gives a one-year licence period, subject to conditions. |
Keep the approved product/model list and expiry dates current. Confirm changes to the product, manufacturer or factory with the body. An ISO 9001 certificate alone is not a PCEC licence or a shipment CoC.
A Congo PCEC quotation depends on your shipment, the assessment route and the evidence available. The base assessment charge is only one part of the total cost.
The authorized assessment body’s base fee is generally a percentage of the shipment’s declared FOB value, subject to minimum and maximum charges for the applicable route. FOB means free-on-board value; identify it clearly rather than using a freight-and-insurance-inclusive total without clarification.
Route A, product registration under Route B and manufacturer licensing under Route C have different eligibility conditions. The authorized body confirms the route; it is not simply a choice of the lowest fee.
Laboratory testing, registration, licensing, factory audits, repeat inspections and certain sampling, loading-supervision or sealing services may be charged separately. Inclusions depend on the provider and shipment.
Confirm the scope, taxes, currency and any additional charges in writing. Missing or unsuitable test reports can lead to further assessment work.
GoCertify’s support fee covers the agreed document-preparation, application-coordination and follow-up services. It is identified separately from the authorized assessment body’s charges and other third-party costs.
Your quotation should make clear which services are included and which costs require further confirmation.
Route eligibility depends on your products, exporting profile and compliance evidence. The lowest shipment assessment fee is not necessarily the lowest total cost once registration, licensing or audits are included.
| Certification route | Who it generally suits | What to consider in your quotation |
|---|---|---|
| A — Shipment assessment | Occasional exporters and products that must follow Route A, including applicable sensitive products. | Assessment for each shipment, with inspection and any required testing. Confirm the scope and any separately charged services. |
| B — Product registration | Eligible recurring shipments of registered products with a consistent compliance history. | Product-registration costs plus shipment certification. Inspection frequency may be reduced, subject to the assessment body’s requirements. |
| C — Manufacturer licensing | Eligible manufacturers with suitable quality-management systems and product-compliance evidence. | Licensing, possible factory-audit costs and shipment certification. Confirm what is covered and what is charged separately. |
