The regulation in simple terms
Glue is not assessed only by how strongly it sticks. Its ingredients, intended use, packaging and safety instructions also matter. This regulation covers adhesives and glues in forms such as tapes, liquids, powders and pastes, subject to its exclusions.
A product suitable for a craft project may not be suitable for another task. Describe the actual bonding job before deciding which standards and evidence to use.
Does this apply to my product?
Article 2 excludes construction-purpose adhesives governed by construction technical regulations, and medical or food-purpose adhesives under SFDA. Review the intended use before assuming this regulation applies.
What does this mean for you?
- Suppliers should identify the product form, composition and intended use before preparing the conformity file.
- Buyers should compare instructions and safety information with the actual task and storage conditions.
An everyday example
You want to sell a general-purpose adhesive for a building installation. First check whether that intended construction use places it under a construction regulation instead of this one.
Which products are covered?
Examples help describe a product for review; coverage depends on its use and the exclusions, not simply the word adhesive on the label.
| Product category | Examples | What to check |
|---|---|---|
| Liquid glues | Covered household, office and manufacturing glues | Record formulation, intended materials and application conditions. |
| Adhesive tapes | Pressure-sensitive and other covered tapes | Identify backing, adhesive layer and intended bonding use. |
| Solid and paste products | Covered wax or solid glues, powders and pastes | Describe physical form, activation method and safety instructions. |
Product examples are not a complete classification. Read the official text and confirm the applicable scope before making an application.

How to get started
Use these practical steps to begin. The exact documents and tests depend on your product.
Send product photographs, physical form, technical data sheet and intended use; identify any construction, medical or food-related claim.
Collect composition and safety information, available test reports, origin documents and Arabic label artwork.
Review the applicable standards, packaging and certification route before shipment or relabelling.
Does a safety data sheet replace conformity assessment?
No. It helps explain hazards, handling and storage, but the product still needs the applicable conformity evidence and assessment route.
