The regulation in simple terms

Protective equipment must match the hazard it is meant to protect against. A glove for one task may offer no suitable protection against another. This regulation sets requirements for covered equipment and clothing intended to protect users’ health and safety.

Begin with the protection claim, intended users and actual working conditions. A photograph, material description or general safety logo cannot establish the protection level of a particular model.

Does this apply to my product?

Article 2 covers the protective equipment and clothing referenced in Annex 1. It excludes items intended for medical or military use. Review borderline products by their intended purpose, not simply their appearance.

What does this mean for you?

  • Manufacturers and importers need evidence that supports the declared hazard and protection level.
  • Workplace buyers should check suitability, fit, instructions and maintenance against their own risk assessment. Regulatory conformity alone does not select the right equipment for every task.

An everyday example

A glove tested for mechanical work is offered for handling chemicals. Do not assume the old report supports the new claim. Review the chemicals, exposure conditions and relevant resistance evidence with a competent specialist.

Which products are covered?

Examples below are drawn from Annex 1. Each model must be matched to the relevant protection requirements and product standard.

Product examples and practical review points
Product categoryExamplesWhat to check
Firefighting clothing and equipmentCovered firefighter clothing, gloves and footwearIdentify the specific model, protection claims and compatible equipment.
Eye and face protectionCovered welding filters and eye/face protectorsMatch the filter or protector to the hazard and operating conditions.
Protective clothingCovered clothing for chemical or molten-metal hazardsIdentify the claimed resistance, materials, seams and use limitations.

Product examples are not a complete classification. Read the official text and confirm the applicable scope before making an application.

Check the boundaries

Ordinary workwear is not automatically PPE. Medical and military use are excluded here. Confirm the intended protective function and whether another regulation also applies.

How to get started

Use these practical steps to begin. The exact documents and tests depend on your product.

  1. Send model numbers, photographs, intended hazards, protection levels, sizes, materials and manufacturer details.

  2. Collect model-specific reports, design information, risk assessment and the list of applied standards; review claimed limitations.

  3. Prepare Arabic instructions for use, storage and maintenance, then confirm the certification route and technical-file completeness.

Does a certificate mean the equipment suits every workplace?

No. The employer or user must still select equipment suitable for the actual hazard, fit and working conditions, and follow the manufacturer’s limitations and maintenance instructions.
