Insulation, cladding & glass

Saudi insulation, cladding and building glass regulation

Understand Saudi requirements for insulation, cladding and covered building glass, including product boundaries, fire and thermal evidence, conformity routes and the official PDF.

The regulation in simple terms

Insulation helps a building resist heat, while cladding forms a covering or finish. Some building glass products are also listed in this regulation. These materials affect comfort and energy use, but their safety and suitability matter just as much as their appearance.

This is Building Materials Part 2, not a separate glass-only regulation. It brings different materials together, so the right standard depends on the exact product, its construction and where it will be used.

Does this apply to my product?

Article 2 covers insulation and cladding materials, while excluding tiles, ceramics, natural and artificial marble and stone, and paints. Annex 1 includes specific building glass standards as well as insulation and other materials. Product compliance does not replace Saudi Building Code requirements.

What does this mean for you?

  • Describe the whole product, including layers, core, coating, thickness and intended installation.
  • Check the applicable conformity route: the regulation gives cladding a specific Quality Mark requirement.
  • For glass, identify whether it is coated, float, laminated or another listed type; a generic description such as building glass is insufficient.

An everyday example

Two façade panels have the same colour but different core materials. A report for one panel does not automatically prove the other has the same fire performance. Ask for evidence identifying the exact panel construction.

Which products are covered?

The following examples come from Annex 1. Inclusion in a product family does not establish that every configuration is approved for every building application.

Product examples and practical review points
Product categoryExamplesWhat to check
Thermal insulationCovered rock wool and cellular glass insulation productsIdentify density, thickness, facings and the relevant thermal and fire evidence.
Cladding panelsCovered façade and building cladding materialsRecord every layer and core material; review the Quality Mark route and intended application.
Coated and basic building glassListed coated glass, float glass and other soda-lime silicate glass typesIdentify glass type, coating, thickness and the applicable standard.
Laminated glassLaminated glass and laminated safety glass listed in Annex 1Identify the glass layers and interlayer; review evidence for the specific assembly.

Product examples are not a complete classification. Read the official text and confirm the applicable scope before making an application.

Check the boundaries

Tiles, ceramics, marble, stone and paints are excluded here and need separate review. A glass product certificate is not a project design approval. Check the requirements for complete doors, windows or façade systems separately when relevant.

How to get started

Use these practical steps to begin. The exact documents and tests depend on your product.

  1. List the model, material layers, dimensions, core or interlayer, intended use and installation location; provide technical drawings and photographs.

  2. Gather reports for the exact product and applicable standards, factory details, marking information, supplier declaration and risk assessment.

  3. Confirm current classification and whether Quality Mark licensing applies before manufacture, shipment or claims about suitability for a specific building.

Can we use a report for a similar panel or glass thickness?

Do not assume so. Changes to the core, glass layers, interlayer, coating, thickness or assembly can affect performance and report coverage. Have the differences and document scope reviewed.

Assessment route and technical file

Article 6.1 requires the Saudi Quality Mark or equivalent under the relevant Quality Mark regulation for cladding. Article 6.2 specifies Type 3 for the other covered products. Article 6.4 lists the supplier declaration and risk assessment as technical-file contents.

Article 6; Annexes 2–3.

Safety, energy and factory controls

Article 4 addresses fire, hygiene and environment, noise protection, energy and thermal insulation, and resource use. Apply the relevant Annex 1 standard to the product. An effective factory environmental management system is required; ISO 14001 is recognized for that requirement, not as product certification.

Article 4.1–4.4; Annex 1.

Glass standards identify different products

Annex 1 lists coated glass under SASO EN 1096, basic soda-lime silicate glass under SASO ISO 16293, and laminated and laminated safety glass under SASO ISO 12543. Match the product and applicable part and verify the current standard edition, rather than treating these families as interchangeable.
