THE SERVICE
SABER registration, PCoC and SCoC: what do you need?
SABER is the Saudi platform used to register products and manage conformity documentation. A Product Certificate of Conformity (PCoC) relates to the product, while a Shipment Certificate of Conformity (SCoC) relates to a consignment.
The route depends on the product and its applicable technical regulations. Products outside those regulations may follow a self-declaration route. We start by reviewing your product details so the application follows the right path.

YOUR NEXT STEPS
A clear path forward.
Review the product and registration details
Share the intended use, model list and HS code. We review the applicable technical regulation and the information needed for product registration.
Prepare product conformity evidence
For regulated products, prepare the PCoC application and supporting file for the relevant conformity assessment body. Non-regulated products follow the applicable self-declaration route.
Prepare the shipment certificate
Organise the invoice and consignment details for the SCoC stage. Product conformity and shipment conformity are separate steps; a product certificate does not replace the shipment certificate.
COMMON QUESTIONS
A little more clarity.
Are the product and shipment certificates the same?
No. They serve different purposes. The product record and applicable conformity evidence support the shipment process; the shipment certificate covers the particular consignment.
Can you help if I do not know my HS code?
Yes. Send a clear product description, intended use, materials and photographs. We can help review the information needed for classification. Confirm any proposed code with your customs broker or the relevant customs authority before using it in a declaration.
What affects the cost and timeline?
The product category, number of models, available evidence and any testing or assessment still needed. We review these points before defining the service scope and quotation.
What should I send to request a SABER quotation?
Send the product name, intended use, model list, country of manufacture and available HS code, together with photos and any test reports. Include the invoice and shipment schedule if available. We use this information to define the support needed and explain the quotation scope.
What makes up the SABER certification cost?
The total can include platform charges, conformity assessment, testing and application-support fees. The mix depends on your product and available evidence. Ask for a breakdown that distinguishes third-party charges from GoCertify’s services; a single fixed price is not suitable for every application.
Can I use an existing test report?
Share the full report and the models it covers. We review whether it matches the product and applicable requirements and identify questions for the assessment body. Having a report does not guarantee acceptance or remove the need for further evidence.
